Cape Verde has taken a major step toward modernizing its public administration with the official launch of GOV.CV, a single unified digital portal for all government services, on Tuesday, February 24, 2026.

The new platform replaces a patchwork of separate, non-connected systems that previously forced citizens and businesses to navigate multiple websites or physical offices for routine administrative tasks. Prime Minister Ulisses Correia e Silva highlighted the change as a game-changer for reducing red tape: citizens will no longer chase the same documents across different departments, procedures will process faster, transparency will increase, and users can track applications in real time.

Key improvements include full interoperability between government databases, standardized payment options to cut costs and delays, and stronger overall security and efficiency. The government plans a phased rollout, gradually folding in all digitized services until the portal becomes the exclusive gateway for public administration interactions.

This Cape Verde GOV.CV launch forms a core piece of country’s broader vision to evolve into a fully “digital nation”, an ambition that also includes ambitions like its recent National 5G Strategy rollout and youth digital skills programs. The country sees accelerated digital transformation as essential to driving economic growth, boosting productivity, and positioning itself to reach high-income status in the coming decade. It mirrors wider trends across Africa, where e-government tools are increasingly seen as levers for more transparent and responsive public institutions.

Despite the progress, Cape Verde still faces challenges in the global digital governance landscape. In the United Nations E-Government Development Index (2024 data), the nation ranks 111th out of 193 countries with an EGDI score of approximately 0.624 — just below the global average — though it shows improvement in e-participation metrics.

Risks from Cyber Threats

The push for greater digitalization, while promising, also heightens risks from cyber threats. Government platforms become attractive targets for attacks that could interrupt services or lead to data breaches and financial damage. According to the ITU’s Global Cybersecurity Index 2024, Cape Verde falls into Tier 4 (“Evolving”), with an overall score of around 51-52 out of 100. The country benefits from a reasonably developed regulatory foundation but needs to strengthen institutional coordination, technical defenses, and cybersecurity talent development to better safeguard its growing digital infrastructure and protect citizens.

Overall, the GOV.CV portal marks a practical milestone in Cape Verde’s digital journey, one that promises everyday benefits for residents while emphasizing the need to pair innovation with robust protection measures.
